Abstract :

Ce projet a pour objet l’étude des perceptions, des représentations et des imaginaires de l’environnement et du projet de la Grande Muraille Verte dans la région du Ferlo au Sénégal. Il consistera en une analyse conjointe des effets, de la réception et des appropriations des politiques publiques environnementales par une approche ethnographique et par une anthropologie visuelle et sonore. Les données qui seront collectées (entretiens, photographies, sons) permettront de donner à voir et à entendre les socio-écosystèmes de la région du Ferlo dans leur diversité. L'utilisation de ces méthodes permettra de saisir le point de vue des populations de la région du Ferlo et de comprendre quels sont leurs modes de vie, comment ils façonnent les paysages - visuels et sonores - qu’ils parcourent et comment ils imaginent leurs futurs en lien, ou non, avec politiques menées au niveau local. L'approche en termes de réception de l'action publique permettra de combiner les échelles d'analyse de l'instrument et du secteur d'action publique, pour comprendre comment le projet de la Grande Muraille Verte s'inscrit dans la continuité des politiques environnementales qui ont été menées dans la région du Ferlo où les connaissances empiriques des populations ont longtemps été déconsidérés. Ainsi, ce projet de recherche cherchera à saisir les imaginaires à l’œuvre dans cette région du nord du Sénégal et à concevoir différents modèles de futurs possibles en prenant en compte à la fois les savoirs endogènes et les projets environnementaux qui y sont mis en œuvre.

The aim of this project is to study perceptions, representations and imaginaries of the environment and the Great Green Wall project in the Ferlo region of Senegal. It will involve a joint analysis of the effects, reception and appropriation of public environmental policies, using an ethnographic approach and visual and sound anthropology. The data collected (interviews, photographs, sounds) will enable us to see and hear the socio-ecosystems of the Ferlo region in all their diversity. The use of these methods will also enable us to grasp the point of view of the Ferlo region's populations, and to understand how the region's inhabitants live, how they shape the landscapes - both visual and aural - through which they travel, and how they imagine their futures in relation, or not, to policies pursued at local level. The approach in terms of the reception of public action will make it possible to combine the scales of analysis of the instrument and the sector of public action, to understand how the Great Green Wall project fits in with the continuity of environmental policies that have been carried out in the Ferlo region, where the empirical knowledge of populations has long been discredited. The aim of this research project is to understand the imaginaries at work in this region of northern Senegal, and to design different models of possible futures, considering both endogenous knowledges and the "green" projects being implemented there.
