Abstract :

Le projet de recherche vise à expérimenter une mise en œuvre alternative du processus de Planification de l’Espace Maritime (PEM) dans l'espace côtier et maritime de la Métropole Aix-Marseille-Provence (AMP). Le fait structurant de ce littoral est l’existence d'activités humaines, les plus denses et les plus diversifiées de la Méditerranée française. Toutefois, ce littoral conserve une haute valeur écologique car elle rassemble des écosystèmes marins remarquables pour la biodiversité méditerranéenne. La PEM, en temps qu’événement fondateur, intervient afin de jeter les bases d’une organisation spatiale des activités qui peut être parfois être déconnectée de la réalité du territoire, très fragmentée et résultant d’une longue histoire. Nous analyserons de manière critique les interactions de la Métropole AMP avec la mer, et expérimenterons un processus de PEM, basé sur la connaissance scientifique des écosystèmes marins et du fonctionnement du territoire, à travers une démarche inclusive et participative. Cette démarche innovante repose sur l’idée de rechercher comment l'implication des groupes d’intérêts locaux peut appuyer la conservation des écosystèmes tout en conciliant le système social et économique complexe typique d'une grande ville côtière méditerranéenne. Nous examinerons comment peut être conçu un processus de PEM alternatif pour l'espace maritime de la Métropole AMP, visant à préserver l’intégrité des écosystèmes marins dans une optique de développement durable et de justice sociale. Nous essaierons de comprendre comment la planification existante, sectorielle et fragmentée, peut être intégrée dans une PEM locale qui devrait assurer la connectivité écologique, respecter la dynamique et les trois dimensions du milieu marin.

The research project aims to test an alternative implementation of the Maritime Spatial Planning (MSP) process in the coastal and marine space of the Metropolitan City of Aix-Marseille-Provence (AMP). The socio-ecological framework is the higher diversity and density of human activities in the French Mediterranean in this area. It is also an area of high ecological value since it hosts ecosystems essential for the Mediterranean biodiversity. The MSP, as a disrupting event, aims to lay the foundations for a spatial organisation of human activities that may sometimes be disconnected from the territory’s reality, which is highly fragmented and the result of a long history. This research project aims to critically analyse the interactions of the Metropolitan City of AMP with the sea, and to develop MSP, relying on science-based knowledge of marine ecosystems and the functioning of the territory, through an inclusive and participatory approach. This innovative approach will investigate how the involvement of local stakeholders can protect ecosystems by considering the social and economic system of a large Mediterranean coastal city. We will examinate how MSP can be developed for the maritime space of the Metropolitan City of AMP, to preserve the integrity of marine ecosystems while pursuing sustainable development and social justice. We will try to understand how the existing sectoral and fragmented planning framework of the coastal marine space of the Metropolitan City of AMP can be integrated into a local MSP which can ensure ecological connectivity, considering the tridimensionality and the dynamicity of the marine environment.
