Abstract :

La loi relative à l'aménagement du Rhône de février 2022 intègre l’étude et la réalisation éventuelle d’un nouvel aménagement hydroélectrique sur le Rhône, à Saint-Romain-de-Jalionas. Ce projet de recherche propose de saisir la controverse (en cours) autour de ce projet de barrage, Rhônergia. La recherche s’articule autour de quatre objectifs : i) comprendre la mobilisation des humains et des non-humains dans la controverse ; ii) analyser les discours et les argumentaires produits ; iii) identifier les savoirs jugés comme légitimes ou dominants et les savoirs minorés ou ignorés ; et (iv) replacer cette controverse dans le contexte géohistorique de l’aménagement du Rhône en la comparant notamment avec celle du barrage abandonné de Loyettes dans les années 1990. Les méthodes utilisées combineront approches quantitatives et qualitatives grâce à des entretiens, à des analyses de presse et à une étude des discours produits lors du débat public de l’hiver 2023-2024. L’interdisciplinarité de cette recherche est construite autour de trois disciplines des sciences sociales (science politique, géographie, sociologie).

Translated abstract :

The Rhône Development Act of February 2022 includes the project to study and the potential construction of a new hydroelectric dam on the Rhône River in Saint-Romain-de-Jalionas. This research project aims to understand the ongoing controversy surrounding this dam project, Rhônergia. The research is structured around four objectives: (i) to understand the mobilization of humans and non-humans in the controversy; (ii) to analyze the discourses and arguments produced; (iii) to identify the knowledge deemed legitimate or dominant, and the knowledge that is minoritized or ignored; and (iv) to place this controversy in the geohistorical context of the Rhône development, comparing it in particular with that of the abandoned Loyettes dam in the 1990s. The methods used will combine quantitative and qualitative approaches through interviews, press analyses and discourses analysis produced during the public debate of winter 2023-2024. The interdisciplinarity of this research is built around three social science disciplines (political science, geography, sociology).
